Connections To MySQL Only Works Using an IP Address And Not Hostname: "[Warning] IP address '...' could not be resolved: Name or service not known"

When creating a user identifying the connection using hostname instead of IP address, it is not possible to connect. For example the user created as:
However if the same user is created using the IP address, it is possible to connect.
There may have been changes to the DNS.
