Unable To Open TDE Encryption Wallet After Applying MES Bundle Patch or After importing SSL certificates into TDE wallet (Doc ID 2192475.1)

Symptoms

After applying MES Bundle patch 22695784 on top of 11.2.0.4.160719, the auto_login TDE wallet does not open.

Attempting to open wallet manually with ALTER SYSTEM command also fails.
