Symptoms
Attempted installation of Oracle 11.2.0.4 on OpenVMS 8.4-2 gives errors:
$ @UNZIP_DB11204
ERROR: OpenVMS version V8.4-2 is not supported.
Please only install under OpenVMS 8.4 or 8.4-1H1
$ @[.Disk1]runInstaller
V8.4-2 This version is not currently certified
