Windows: DISPATCHER FAILS TO START DUE TO PORT CONFLICT WITH CMD.EXE RUNNING QOPIPREP.BAT on Windows 12c

Symptoms

In 12c Windows, startup of dispatcher sometimes fails with port conflict error during instance startup.

The alert.log shows the following message:
dispatcher 'D000' encountered error setting up listening port

-Tracing the dispatcher start up failure, we can see the following error stack:


Network error encountered setting up listening port
listening address for dispatcher is
'(DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=XXX.XXX.XX.X)(PORT=5000)))'
NS Primary Error: TNS-12542: TNS: address already in use
NS Secondary Error: TNS-12560: TNS: protocol adapter error
NT Generic Error: TNS-00512: Address already in use
64-bit Windows Error: 48: Unknown error
