When a Table has an OLS policy applied, and the Table is dropped, the policy is cleaned up and there are no more records for that Table in DBA_SA_TABLE_POLICIES.
When a Materialized View has an OLS policy applied, and the Materialized View is dropped, the OLS policy is not cleaned up and there is still a record in DBA_SA_TABLE_POLICIES for the Materialize View.
Trying to protect the Materialized View after recreating it gives ORA-12444, implying that the Materialized View is already protected.
The Materialized View is not actually protected now, and users can see data that they do not have privileges to see.
