The following LogMiner related privilege should be listed while querying system_privilege_map in 12.1:

But, due to unpublished Bug 16684631 -LOGMINING PRIVILEGE NOT DISPLAYED IN SYSTEM_PRIVILEGE_MAP OF AN UPGRADED DB, the query above does not return this row for a database that was upgraded to 184.108.40.206.
When faced with the consequences of unpublished Bug 16684631, you have at least two options to chose from as workarounds.
1) Upgrade the affected 220.127.116.11 database to 18.104.22.168 using an in-place upgrade approach, since the associated upgrade scripts of 22.214.171.124 do add the LOGMINING system privilege to the target database.
2) Manually add the LOGMINING system privilege to the affected 126.96.36.199 database.
This document provides a manual set of commands to use to add the missing LOGMINING system privilege metadata into a database that was upgraded to 188.8.131.52 using the in-place upgrade approach.
Applies only to 184.108.40.206 databases that were upgraded from a previous version using an in-place upgrade approach.
