ORA-12541: TNS:no Listener when using UTL_HTTP (Doc ID 2198047.1)

Symptoms

When connecting via the TNS Listener, and then running a basic UTL_HTTP query, the query fails with an ORA-12541 "no listener"
This is despite the fact that the listener is up and running on the Database Server and has no issues with SQL*Plus connections.
