Saratov, Russia switches from +03 to +04 on 2016-12-04 at 02:00. This hives off a new zone Europe/Saratov from Europe/Volgograd.
The affected timezones are :

IANA has updated Time Zone Database to reflect this change (tzdata2016j) http://www.iana.org/time-zones
The DSTv28 patch does NOT include this change, since this change was announced after DSTv28 was made. It change will be included in DSTv29
Anyone who may be using the affected Russian Timezones
