Symptoms

1. The alert log and the trace file report with the following error

ttcbur: len exceeded fmbl=65536, pifmbl=65536,kpggttcmbl=0, savnel=172137, pifdesc=kvalvll
ORA-03137: TTC protocol internal error : [3146] [154] [] [] [] [] [] []

2. The client is calling a PLSQL procedure with OUT binds

3. The client is OCI (NOT JDBC Thin).
