Golden Gate APP VIP resource fails to start due to network type in GNS/DHCP environment (Doc ID 2216868.1)

Symptoms

Customer used following document to configure Golden Gate.

The following command was run to register Golden Gate with CRS. 

# ./agctl add goldengate <GG_NAME> --gg_home <PATH> \

--oracle_home <PATH> \
--instance_type target \
--nodes <HOSTNAME01>,<HOSTNAME02>,<HOSTNAME03> \
--db_services ora.<DB_NAME>.<GG_NAME>.svc \
--environment_vars 'TNS_ADMIN=<PATH>' \
--filesystems <GG_FILESYSTEM> \
--dataguard_autostart yes \
--user <USER> --group <GRP_NAME> \
--network 1 --ip 192.xxx.x.11

All components are ok except the VIP resource is unable to start.
