Golden Gate APP VIP resource fails to start due to network type in GNS/DHCP environment (Doc ID 2216868.1)

Symptoms

Customer used following document to configure Golden Gate.

The following command was run to register Golden Gate with CRS. 

# ./agctl add goldengate ggpri --gg_home /ggate/ggate/ \

--oracle_home /u01/app/oracle/product/12.1.0/dbhome_1 \
--instance_type target \
--nodes node01,node02,node03 \
--db_services ora.nodedb.ggate_serv.svc \
--environment_vars 'TNS_ADMIN=/u01/app/oracle/product/12.1.0/dbhome_1/network/admin' \
--filesystems ggdbfs \
--dataguard_autostart yes \
--user oracle --group oinstall \
--network 1 --ip 192.168.1.11

All components are ok except the VIP resource is unable to start.
