Exadata: Imbalance in Flashcache Usage Across Cells During Data Load Operations

Symptoms
An imbalance in the cell flashcache usage is observed when running write-intensive workload. This is especially noticeable when there are multiple databases running in the environment, and the workload pattern is different across the databases.
Symptoms on the affected cell are:
- High HDD utilization
- High Flash Cache Partial Writes in the AWR reports (writes partially went to to the hard disks)
Note: Cell flashcache metrics can be collected using the following command:
# cellcli -e "list metrichistory where name like 'FC.*' and collectiontime > '2016-11-06T018:00:00-05:00' and collectiontime < '2016-11-07T03:00:00-05:00'" > metric_fc_`hostname`_1107.log
