RDBPROD: ODBC access to Rdb via TCP/IP fails and client error -2003

ODBC access via TCP/IP fails while ODBC access via DECnet works.

A client log shows the error

In SQLSRV_MANAGEnn, "SHOW DISPATCHER SQLSRV_DISP" reports TCP/IP port 118 as Inactive, however "TCPIP> show device/port=118" shows the port is in use.
