Upgrade to BDA V4.7.0 Fails on Step 1 with "ERROR: Puppet agent on node bdanode0x is not reachable" When Not All Hosts Have A Signed Certificate (Doc ID 2225388.1)

Symptoms

Upgrade to BDA V4.7.0 fails in Step 1 with:

INFO: Pinging puppet agents ............................................................
ERROR: Some puppet agents are not reachable
ERROR: Puppet agent on node bdanode03 is not reachable
ERROR: Puppet agent on node bdanode04 is not reachable
ERROR: Puppet agent on node bdanode05 is not reachable
ERROR: Puppet agent on node bdanode06 is not reachable
ERROR: Puppet agent on node bdanode07 is not reachable
ERROR: Puppet agent on node bdanode08 is not reachable
ERROR: Puppet agent on node bdanode09 is not reachable
ERROR: Cannot continue with install #Step 1# 

Additional symptoms are:
