Symptoms

Tnsping is very slow to respond.    The OK signal is being returned quickly from the listener. 
The delay is in the resolution of the TNS connect string.

Most of the delay is here.  Waiting for resolution of the service name.  The listener is not at fault here.

Used parameter files:
/u01/app/oracle/admin/sqlnet.ora

Used TNSNAMES adapter to resolve the alias
Attempting to contact (DESCRIPTION = (ADDRESS = (PROTOCOL = TCP) (HOST =<hostname>) (PORT = 1521)) (CONNECT_DATA = (SERVICE_NAME = <service_name>)))
OK (0 msec)

The response from the listener took 0 ms.
The resolution of the TNS alias '<tns_alias>' took about 15 seconds.
