Symptoms

Upgrading Oracle Restart from 11.2.0.4.6 to 12.1.0.2, rootupgrade.sh fails:

Using configuration parameter file: /opt/grid/12.1.0.2.5/crs/install/crsconfig_params
PROTL-4: Failed to retrieve data from the local registry
2016/01/06 15:52:03 CLSRSC-169: Failed to create or upgrade OLR

Died at /opt/grid/12.1.0.2.5/crs/install/crsutils.pm line 7868.
