Purpose
To announce a change in behavior for how OPatch addresses propagation of a patch that is being applied to other RAC nodes in the RAC cluster.
Scope
This is applicable to all levels of expertise for OPatch.
The 12.2.0.1.9 release (and later) of OPatch, which is used for all releases 12.1.0.x and later
The 11.2.0.3.16 release (and later) of OPatch, which is used for all releases 11.2.0.1 - 11.2.0.4
