EM Express does not work on the new primary database after Data Guard Broker switchover (Doc ID 2233529.1)

Symptoms

+ In a Data Guard environment, EM Express is configured on port 5500.

+ This works fine on primary and standby servers just after restart, but after a Data Guard Broker switchover operation, there is no access to the EM Express on the new primary server.

+ Switching roles between the two servers always leaves the new primary server with no EM Database Express access, whereas the new standby server has successful access.

+ After restarting that new primary database, access is retained again.
