Deleted Tokens Starting with Number Still Remain in DR$I Table After Text Index Optimization (Doc ID 223465.1)

Symptoms

When CTX_DDL.OPTIMIZE_INDEX (Rebuild, Full, Token-Type) is run from a session where NLS_LANGUAGE is not American (i.e. Danish, German, Greek), tokens that should have been deleted from the DR$I table are left behind. OPTIMIZE_INDEX either mistakenly truncate the $I tables, or do not correctly optimize all rows in $I tables, or is very slow when locales are other than American.
CTX_DDL.OPTIMIZE_INDEX does not correctly optimize all rows in $I tables.
