ORA-00600 [15209] after APEX upgraded from 4.2 to 5.1

Symptoms
1. While submitting an apex page , ends with below internal error, also logged in the database alert.log:
ORA-00600: internal error code, arguments: [15209]
2. Current SQL may contain the APEX table
3. Failing function stack similar to:
kksfbc [cursor]<-- Signaling
kkspbd0 [cursor]
kksParseCursor [cursor]
opiosq0 [OPI]
opipls [OPI]
opiodr [OPI]
rpidrus [RPI]
skgmstack []
