Oracle Net: Intermittent 3135/12592/3113 Errors Returned to Client Application

Symptoms
An OCI client of any kind, including SQL*Plus using a version 11gR2 Oracle client. The application might be multi threaded.
The application is failing with intermittent ORA-3135 errors. A client trace can show either a 12569 or 12592 error that indicates a 'bad packet' message.
All of the errors associated with this condition:
ns=12592 <Seen in Oracle net trace. Bad packet
ORA-12592: TNS: Bad packet
ORA-3135: TNS: Connection Lost Contact
ORA-03113: End-of-file on communication channel
ORA-12152: TNS:unable to send break message
