GDSCTL Errors ORA-45540 and PRCR-1001

Customer needs to add database through GDSCTL command, but it failed with the error below during GDS configuration.
GDSCTL>add database -connect dba-lab-linux-01:1521:ze12c -gdspool dbatest
DB Unique Name: ze12c
ze12c:ORA-45540: Call to SRVCTL failed with status 1, errors: PRCR-1001 : Resource ora.ze12c.ro_pdb_service.svc does not exist

Customer was adding service ro_pdb_service before and it was working fine. For a while, he tried to use it again and failed.
Disabled brokerconfig and removed gdspool from GSM. de-installed GSM catalog database and re-installed GSM catalog database. Recreated gsmadmin.
Errors not resolved.
