This is not related to other issues with VNCR on AIX WPAR installations.
Symptoms
After enabling Valid Node Checking for a 2nd listener configuration in our listener.ora file, the listener will not start:
lsnrctl start <listener name> yields:
Starting /u01/app/oracle/product/11.2.0.4/bin/tnslsnr: please wait...

Changes
This is a new implementation of VALID_NODE_CHECKING_REGISTRATION_listener_name=ON. The listener was previously started and running.
These errors occurred only after adding the VNCR parameter setting to the listener.ora and then attempting to start the listener.
