dbstart script or systemctl start dbora fails with error ORA-01017 for conn / as sysdba. But sqlplus / as sysdba works. (Doc ID 2249499.1)

On a new Oracle database, the dbstart script fails to start the database as it returns an ORA-1017 invalid username and password when trying to "connect / as sysdba." This happens when using systemctl start dbora as root user.

But sqlplus / as sysdba works for the same OS user 'oraprod'.
