dbstart script or systemctl start dbora fails with error ORA-01017 for conn / as sysdba. But sqlplus / as sysdba works.

On a new Oracle 188.8.131.52 database, the dbstart script fails to start the database as it returns an ORA-1017 invalid username and password when trying to "connect / as sysdba." This happens when using systemctl start dbora as root user.
But sqlplus / as sysdba works for the same OS user 'oraprod'.
