Database Hang Due to Grant on SYS-owned Table (User$)

- DB Hang is observed due to a deadlock between sessions executing GRANT statements on SYS-owned tables.
- Many DDL statements (CREATE ROLE, GRANT, CREATE USER) are executed against the same object from many sessions at the same time.
- This leads to huge/long waits for "row cache lock" & "library cache lock" leading to DB hang situation.
