ORA-12542: TNS: Address Already In Use

Information in this document applies to any platform.
An Application (such as Trapeze) running on a Windows machine, may be hitting the following errors intermittently:
ORA-12542: TNS: address already in use
This may or may not be in a High Transaction environment.
There may have been a recent installation of a Security program, such as Checkpoint.
There may have been a recent reboot of the Windows machine which has resulted in the above security program now being active.
