TimesTen: Decode function returns wrong result when used in View Defination (Doc ID 2263722.1)

Symptoms

DECODE Function is not showing correct result in View . A simple reproduction test case is as follows

This query result is correct

Command> select decode(NULL,'',1,0) from dual;
< 1 >
1 row found.

While when the view is created , it is giving wrong result

Command> create view test_v as select decode(NULL,'',1,0) A from dual;
Command> select * from test_v;
< 0 >
1 row found.
