Symptoms

Exacheck Version 12.2.0.1.3_20170331 reports following failure for all storage cells:

DATA FROM <CELL_NAME>01/02/03/04 FOR VERIFY ACTIVE SYSTEM VALUES MATCH THOSE DEFINED IN CONFIGURATION FILE "CELL.CONF" [STORAGE SERVER]

ILOM hostname <CELL_NAME>01-ilom must match <CELL_NAME>01-ilom.local in /opt/oracle.cellos/cell.conf : FAILED
ILOM hostname <CELL_NAME>02-ilom must match <CELL_NAME>02-ilom.local in /opt/oracle.cellos/cell.conf : FAILED
ILOM hostname <CELL_NAME>03-ilom must match <CELL_NAME>03-ilom.local in /opt/oracle.cellos/cell.conf : FAILED
ILOM hostname <CELL_NAME>04-ilom must match <CELL_NAME>04-ilom.local in /opt/oracle.cellos/cell.conf : FAILED

Pre-check for Cell Patching to Image 12.1.2.3.5 fails as well for every cell:

# ./patchmgr -cells cell_group -patch_check_prereq
...

FAILED for following cells
<CELL_NAME>01: <CELL_NAME>01 10.x.xx.x 2017-05-05 15:31:13 +0200: Cell configuration is not consistent with the actual running configuration. Run ipconf to correct the inconsistencies. Failed check: ipconf -verify
<CELL_NAME>02: <CELL_NAME>02 10.x.xx.x 2017-05-05 15:31:14 +0200: Cell configuration is not consistent with the actual running configuration. Run ipconf to correct the inconsistencies. Failed check: ipconf -verify
<CELL_NAME>03: <CELL_NAME>03 10.x.xx.x 2017-05-05 15:31:15 +0200: Cell configuration is not consistent with the actual running configuration. Run ipconf to correct the inconsistencies. Failed check: ipconf -verify
<CELL_NAME>04: <CELL_NAME>04 10.x.xx.x 2017-05-05 15:31:08 +0200: Cell configuration is not consistent with the actual running configuration. Run ipconf to correct the inconsistencies. Failed check: ipconf -verify

As of Bug 22963344 latest ipconf has added validation for mandatory '.' for ILOM searchpath.
