GI stacks can't started due to cellinit.ora and cellip.ora files missing (Doc ID 2265156.1)

Symptoms

 GI stacks can not started. 

the following message reported in ocssd.log

2017-05-09 13:53:36.080561 : SKGFD:505808640: Handle 0x7f9ee02235a0 from lib :UFS:: for disk :/dev/exadata_quorum/QD_DATA##_###DB HOST####: <<<< for this case, quorum disk on DB node feature was used, so ocssd.bin still can find 1 VF.
