Common user may not created correctly on newly added PDB.
Consider user is defined along with tablespace related information, such as default tablespace, quota like below. These statements are recorded, and Oracle will replay these against new PDBs created later.
In such case, failed statements are retried afterwards. However, in RAC case and there are two ore more instances open, Oracle might not retry these failed statements. As a result, we won't see c##test2 quota nor c##test3 user on new PDB even after users tablespace is created and PDB is reopened.
