dbca fails with "No node is available for adding an instance" due to absence of rdbms home at target node

Symptoms
While running dbca to add more instance to a RAC database from existing cluster node, below pop up error appear
dbca -> Instance management -> Add an instance -> Select database to add instance -> Add a new instance -> Next
No node is available for adding an instance because the database "ORCL" already has instances on all nodes of the cluster. You cannot add a new instance to this database using the Database Configuration Assistant.
