FGA Policies Disable Plan Stability Baselines (Doc ID 2272107.1)

Symptoms

This note tries to explain the interaction between FGA policies and Plan Stability Baselines.

  1. Enabling FGA policies on tables for which Plan Stability Baselines are already applied has an adverse effect on the baselines. The baselines are no longer used. This is the expected behavior.
  2. Trying to activate a new baseline for a query that accesses tables with FGA policies is also not functioning. This is the incorrect behavior that has been fixed.

See the attached file baselines_fga.sql for the testcase reproducing the above scenarios.

Changes

When trying to enable either feature (FGA/Baselines) in a situation when the other feature is already enabled.
