How To Manually Remove InnoDB Cluster Metadata Directory

Information in this document applies to any platform.
If after removing all instances of a cluster using mysql Shell, as per defect;
26285054 - MYSQL SHELL CANNOT RECREATE CLUSTER WITH SAME NAME AFTER INSTANCES REMOVED
Manual intervention is needed to re-initiate the cluster metadata database to allow for cluster being created with the same name.
