Symptoms
Startup of one of cluster database instances fails with an error message that the setting for the remote_listener is not correct
srvctl start instance -d <DB_UNIQUE_NAME> -i <HOSTNAME01>
PRCR-1013 : Failed to start resource ora.<DB_UNIQUE_NAME>.db
PRCR-1064 : Failed to start resource <DB_UNIQUE_NAME>.db on node <HOSTNAME01>
CRS-5017: The resource action "ora.<DB_UNIQUE_NAME>.db start" encountered the following error:
ORA-00119: invalid specification for system parameter REMOTE_LISTENER
ORA-00132: syntax error or unresolved network name '<cluster-scan>:<PORT>'
However, other instances that have the same setting for the remote_listener starts up fine.
