After Upgrade from 11g to 12.2, Receiving Trace Files with the Message "Analyzing spatial index "OWNER"."INDEX_NAME" failed" (Doc ID 2279026.1)

Symptoms

After upgrading a database from 11g to 12.2, a trace file with the following message is generated every 10 minutes for spatial indexes:

Analyzing spatial index "OWNER"."INDEX_NAME" begin
Analyzing spatial index "OWNER"."INDEX_NAME" failed

Attempting to analyze the spatial indexes manually with the command ANALYZE INDEX <INDEX_NAME> COMPUTE STATISTICS fails with the error below:

ERROR at line 1:
ORA-29927: error in executing the ODCIStatsCollect / ODCIStatsDelete routine
ORA-13249: Stmt-Execute Failure: SELECT SUM(BLOCKS) FROM "SYS"."DBA_SEGMENTS"
WHERE OWNER = :1 AND SEGMENT_NAME = NLS_UPPER(:2)
ORA-29400: data cartridge error
ORA-00942: table or view does not exist

Using the following command to analyze the base table also fails with the same error:

ANALYZE TABLE "OWNER"."TABLE_NAME" VALIDATE STRUCTURE CASCADE;
