Backup Backupset Returns "skipping Backup Piece" Messages For Backupsets of Dropped PDBs (Doc ID 2279379.1)

Goal

While backing up a backupset for a dropped PDB backup using "backup backupset" RMAN will skip the backup pieces.  The RMAN log would show:
