AUDIT VAULT Reports hang (Doc ID 2280658.1)

Symptoms

Audit Vault reports are not generated. Some of the Built-In and Custom Reports for AV12.2 sometimes would hang for an hour or more before completing, and other times would run only for couple of minutes and complete.
