12.2 Dbca: Custom Template Doesn't Work As Expected With Cdb Option

Symptoms
The CDB option doesn't work as expected when creating database using DBCA template. For testcases, see the attachments in this note.
There are different scenarios and tests which all didn't meet our expectation:
Scenario 1 - custom template created from "Custom Database"
Case 1) - non-CDB template
Run DBCA to create a new non-cdb template from the default template "Custom Database", save the new created template as "customer_database_non_cdb_20170427.dbt", then create a new database from the new created template, at the "Container DB" tab, "Create as Container database" option is checked in default, so this is different with the settings when the template was created. custom expects the "Create as Container database" checkbox is un-checked as default.
Case 2) - CDB template
Run DBCA to create a new cdb template from the default template "Custom Database", save the new created template as "custom_db_cdb.dbt", then create a new database from the new created template, at the "Container DB" tab, "Create as Container database" checkbox is disabled and the default option is checked, we expects the checkbox is enabled(can be changed) and default option is checked.
Scenario 2 - custom template created from "General Purpose or Transaction Processing"
Run DBCA to create a new non-cdb template from the default template "General Purpose or Transaction Processing", save the new created template as "general_purpose_nocdb.dbc". then create a new database from the new created template, at the "Container DB" tab, "Create as Container database" checkbox is disabled and the default option is un-checked, the we expects the checkbox is enabled(can be changed) and default option is un-checked.
Scenario 3 - "Create as Container database" checkbox doesn't update base on the our choice
Run DBCA to create a database from the template "general_purpose_nocdb" which is created in scenario 2 and press next button then you will see checkbox "Create as Container database" is disabled, now press back button and selected template "General Purpose or Transaction Processing", press next button again, then you will find the checkbox "Create as Container database" is still disabled. We expects that the checkbox "Create as Container database" should be updated base on the our choice.
Changes
This is a new install 12.2.0.1 database without any changes.
