Symptoms
12c EM Express results in a LISTEN or tnslsnr process on port 5500 or port 5501. The process id or PID may be the same as the database listener process.
You may see this or similar output output or get a vulnerability alert on port 5500 or port 5501:
Issue: netstat -tapln | grep tnslsnr and view output. Note the LISTEN processes with same pid on 1521 and 5500 in this example.

This is likely a new installation of 12c and EM Express is installed.
