OCSSD is not starting up and ASM disks are not showing up after OS Patching

Symptoms
OS patching and/or firmware upgrade happened on a 2 nodes Clusterware. On one node, clusterware is up and running, but on the 2nd node, OCSSD is not coming and reported 0 disks found for Voting disks.
