RDBPROD: RDB-E-ARITH_EXCEPT, SYSTEM-F-ROPRAND errors (Doc ID 229125.1)

Symptoms

Your database is open and running on one or more cluster nodes. Applications or users try to ATTACH to the database on one of the cluster nodes, but get errors like:

%RDB-E-ARITH_EXCEPT, truncation of a numeric value at runtime
-SYSTEM-F-ROPRAND, reserved operand fault at PC=xxxxxxxx, PSL=xxxxxxxx

You do:

$ RMU/VERIFY/ROOT/LOG/TRANSACTION_TYPE=READ_ONLY rootfile

and get a bugcheck dump with an exception like:

***** Exception at xxxxxxxx : KODBND$POST_TSNBLK_UPDATE + 0000004D
%SYSTEM-F-ROPRAND, reserved operand fault at PC=xxxxxxxx, PSL=xxxxxxxx
