Symptoms

On an upgraded 12c db, recreating a Text index and enabling the SMALL_R_ROW storage option is not effective in avoiding 'enq: TX - row lock contention' on the index's $R table.

The output from CTX_REPORT.DESCRIBE_INDEX confirms the SMALL_R_ROW is enabled correctly:
