"sqlplus / as sysdba" reports ORA-12547 on SUSE 12 (Doc ID 2297117.1)

Symptoms

On : 11.2.0.4 version, RDBMS, SUSE 12 platform:

1. "sqlplus / as sysdba" reports ORA-12547:

$ sqlplus / as sysdba

2. Strace shows below error:
