Unable to reinstall invalid Workspace Manager after upgrade

Information in this document applies to any platform.
After upgrade from 18.104.22.168 to 22.214.171.124, Oracle Workspace Manager was INVALID.
In an attempt to fix the component, several things were tried:
-- Tried to deinstall OWM. It failed because a lot of tables were versioned.
-- Developers tried to drop the schema as there were too many tables to de-version. This also failed.
-- Another attempt to deinstall OWM also failed.
-- An install was tried again hoping this could recreate missing objects and help to deinstall correctly. This also failed.
The goal now would be:
(1) To remove the versioning. We don't need to restore data.
(2) To reinstall OWM 12.1.0
