Symptoms

After the upgrade of a cdb 12.1.0.2 to 12.2.0.1, the alter session set
container doesn't work anymore.

SQL> alter session set container=<CONTAINER_NAME>;
ERROR:
ORA-44787: Service cannot be switched into.
