Change The DB Name Of DB Using Nid failed with ORA-1000 (Doc ID 2303824.1)

Goal

Using NID to change the DB name failed with the below Errors :

NID-00111: Oracle error reported from target database while executing
  begin dbms_backup_restore.nidprocessdf(:fno, :istemp, :skipped, :idchged, :nmchged); end;
ORA-01000: maximum open cursors exceeded
