Symptoms

DBUA fails with Error:
[DBT-20024] The local instance for the specified database "db" could not be started"

1)While Upgrading Oracle Database from 12.1 to 12.2 through DBUA the following error are seen :
[DBT-20024] The local instance for the specified database "db" could not be started"
