EUS Shared Schema User Can't Create Common User Even Though the EUS User Have DBA Role Granted Through Global Role. (Doc ID 2305017.1)

An enterprise user who gets the DBA role via a global role is not able to create users although the DBA role is listed in session_roles. As soon as the shared schema is granted the role directly the user will be able to exercise the DBA rights.

user (shared Schema) is not allowed to create user xyz Container=all;
