Extended RAC:: One site went into QUARANTINED state after Storage split issue (Doc ID 2305791.1)

Symptoms

Due to storage split one site of cluster was set in QUARANTINED state .

ASM was not starting locally though only one ASM instance was up and running.

Site 'bbbbb' identified by GUID '45509ec79d5dcf77ff9406b6aaedd8bb' in state 'ENABLED' contains nodes 'xxxxxx59' and disks 'CRS_0002,CRS_0004,CRS_0005,DATA2_0001,FRA2_0001,MGMT_0002,MGMT_0004,MGMT_0005,TEST_0001,TEST_0003,TEST_0005,TEST_0008,TEST_0010,TEST_0012'.
Site 'quorum' identified by GUID 'c058c9191d427fe4ff25ab9b30f9ab64' in state 'ENABLED' contains disks 'CRS_0006,MGMT_0006,TEST_0006' and no nodes .

It was set to QUARANTINED state in OCR level.
