SES Is Not Indexing Documents That Fail In Text Conversion (Doc ID 2307146.1)

Symptoms

Secure Enterprise Search is not indexing documents that fail in text conversion.
According to SES documentation Administrators Guide:

"Document Conversion Failures: Number of binary documents that could not be converted to HTML. Though the filtering operation is failed for these documents,
 their metadata is submitted to the Oracle SES indexing engine (that is, Oracle Text) for indexing purpose. This document count is included in the "Documents Queued for Index" statistic."


However this is not what is observed. Documents that are failing conversion are not searchable, it does not look like they are in the index.
