Oracle Database/Client Installation 12.1.0.2/12.2.0.1 raises PRVF-3919 ON WINDOWS 10 Build 1703

Symptoms

 1)The following error is reported while installing Oracle Database/Client 12.2.0.1 on Windows 10.

 

Environment variable: "PATH" - This test checks whether the length of the environment variable "PATH" does not exceed the recommended length.
Details:PRVF-3919 : Failed to retrieve value of environment variable "PATH"
Cause: Environment variable value could not be determined.
Action: Check user equivalence and whether the user has administrative privileges on the node.

From installActions2017-07-05_04-38-38PM.log,

When the characters are counted,they are 437 & nowhere near the threshold limit.

 

2) After 12.1.0.2 Database/Client installed successfully ,OracleRemExecServiceV2 exists ,but cannot be stopped/queried/deleted.

C:\Users\oracle >sc query OracleRemExecServiceV2
SC] EnumQueryServicesStatus:OpenService FAILED 1060:

The specified service does not exist as an installed service.

C:\Users\oracle >sc stop OracleRemExecServiceV2
[SC] OpenService FAILED 1060:

The specified service does not exist as an installed service.

C:\Users\oracle >sc delete OracleRemExecServiceV2

[SC] OpenService FAILED 1060:

The specified service does not exist as an installed service.

 This is an issue specific to Windows 10 Build 1703 & the below OS Version -
